You made the medium DC!
(I guess this is a sort of skill challenge.)
By trolley, you reach Scallywag Wharf. You are amazed at the giant ships at dock, both honest merchant ships and not so honest vessels. Nowadays, many ships carry large mechanical fins, like that of a fish, that propel them in to the air to allow for over-land flight. You have heard that some people are even trying to create airships that can stay in the air, not needing water to dock. Cool.
You manage to catch a couple of pirates, a dragonborn and minotaur, coming out of a blacksmith's shop donning new weaponry; they look like kids who have just come out of an incredibly deadly candy store. The two listen to your questions, and the dragonborn pipes up,
"OY, Wot's that? DEMONS? MAGIC? Oooooy I knows what ya talkin' about! Nope haven't seen any of that 'ere of late 'fraid not. Ther' used ta be a circus though around 'ere, but he hads the magic shows and animals an' man it was the best you shoulda seen it!"
The minotaur interrupts his companion, "Miss, what my friend here is trying to say is that Scallywag Wharf used to have a circus show annually, where the ring-master would occasionally perform acts of wizardry and amusement. However, not long after the fire, the Evensong Corporation ran him out of town. Probably due to competitive sales, or some other nasty business. I'm sorry if that isn't any help, but we hope your search goes well!"
The two trot off back to their ship. Vasani's eyes can't stop staring at their ship. She takes a big whiff of grog-smells. Those swords. That salty language. That rebellious life. Oh my god I want to be a part of that. On a side note that grog has a stank.
You are about to restart your search when you run in to a most curious fellow..
A man appears behind you, with dark skin, bright green eyes, and wearing a large white robe. Something is.. different about him. He doesn't seem to be from around here..
"The minotaur's story is not entirely complete. The Evensong family has indeed run the circus out of town, but the ring-master still hides within the city, constantly eluding their grasp. He is a powerful man, who knows many secrets about the world. Though he may not know all you seek about the demon snake, he may be able to help you find out more; which is far better than nothing at all.
Go to Puckpei Town, towards their lantern district. In the dark alleyways you will find one filled with sunflowers, fields and fields of them. Follow them, and you'll find him.
